The Teacher Standards and Practices Commission (TSPC) requires documentation of at least three years of successful licensed teaching or personnel experience in public schools or regionally accredited private schools. The program also requires evidence of administrative potential based on assessments of skills in leadership, management, and human relations as supported by supervisors' recommendations, prior to making application to TSPC for an initial administrator license. Candidates may apply to the George Fox University Initial Administrator Program and begin academic preparation prior to completing three years' experience in teaching.
Candidates must also earn a score of 630 or above on the Praxis Test Specialty Area — Educational Leadership: Administration and Supervision (#10410), and submit the original score report with all license application materials (as outlined in OAR 584-080-0011) to TSPC, including verification and transcripts for a master’s degree from a regionally accredited institution (or the foreign equivalent approved by TSPC.
Please note the following exceptions for testing requirements:
As of September 1, 2009 all IAL candidates and candidates for the CAL, who did not complete the IAL at GFU and who do not have passing scores for the PRAXIS Test #10410 on file with TSPC by 9/1/09, will be required to pass the ORELA with a score of 240 or higher. The ORELA Administrator Examination is conducted in an afternoon test session that is four hours in length. This test session has a reporting time of 1:30 p.m. and ends at approximately 6:00 p.m. At a single test administration, candidates may take either one or two subtests of the Administrator examination. The information for specific licenses is as follows:
- IAL candidates: For candidates completing after 9/1/09 and who do not have passing scores on the PRAXIS #10410 on file with TSPC by 9/1/09, George Fox University requires that Initial Administrator License candidates pass the ORELA Administrator Examination (Parts I & II) with a score of 240 or higher. - CAL candidates: TSPC requires that CAL candidates, who do not have passing scores for the PRAXIS Test #10410 on file with TSPC by 9/1/2009, will be required to pass the ORELA with a score of 240 or higher. The PRAXIS #10410 test will not be offered by ETS to administrator license candidates in Oregon (officially after 9/1/09). This information was forthcoming when you were in summer session courses, and the decision was made during the fall meeting of the Oregon Professors of Educational Administration held on October 8, 2009 in conjunction with a TSPC representative. Students must also meet the following requirements:
- Demonstrate and promote ethical standards of democracy, equity, diversity, and excellence; promote communication among diverse groups.
- Support the establishment and implementation of high skill and knowledge expectations designed to meet stated goals and objectives for students.
- Develop and implement a plan with staff and other stakeholders for school improvment designed to increase student achievement using the best practices for curriculum design, instruction, and assessment.
- Engage staff in an ongoing study of current best practices and relevant research and demographic data, and analyze their implications for school improvement.
- Demonstrate and promote values, ethics, beliefs, and attitudes that achieve the goals of the school and district.
- Demonstrate knowledge of school organization within the context of the district and community.
- Establish positive school-community relations and encourage parent participation that assists staff in achieving district and/or building goals.
- Collaborate in the design and implementation of professional staff development programs to increase the effectiveness of school programs.
- Demonstrate knowledge of supervision, professional development, and evaluation of personnel to ensure effective instruction.
- Facilitate alternative learning environments when student progress is less than desired.
- Assist in the work of district decision-making groups, including the school site council.
- Develop collaboratively a learning organization that meets the needs of the students within the constraints of school, district, and community resources and priorities.
- Manage school financial resources to meet established priorities.
- Manage the school in accordance with statutes, administrative rules, school district policies, and collective bargaining agreements.
- Demonstrate an understanding of Oregon school law and finance.
- Exhibit an understanding of human development, curriculum, and methods for early childhood, elementary, middle school, and high school students.
