How to Become a School Counselor in Oregon
Graduates with a master’s degree in school counseling or School Counseling Certificate qualify for the Preliminary School Counselor License with the Oregon Teacher Standards and Practices Commission (TSPC). Most of the steps required are completed during the final year of the graduate program. More information is available on the Oregon TSPC website.
Licensure Process
for School Counseling Graduates: First-Time Licensure – Preliminary School Counselor License

Complete a background check and supply fingerprints
Must be completed before the clinical practicum. -
Take the ORELA Protecting Student and Civil Rights in the Educational Environment Exam before the clinical practicum

Take the ORELA School Counselor NES Exam before internship

Verify program completion
Both the Graduate School of Counseling and graduating student complete paperwork verifying program completion and submit it to the Teacher Standards and Practices Commission (TSPC), resulting in an Oregon Preliminary School Counselor License.
