Getting Your Preliminary School Counselor License in Oregon

Graduates with a Master’s in School Counseling or School Counseling Certificate qualify for the Preliminary School Counselor License with the Oregon Teacher Standards and Practices Commission (TSPC). More information is available on the Oregon TSPC website.

Licensure Process for School Counseling Graduates: First-Time Licensure – Preliminary School Counselor License

  1. Initiate an account with Oregon TSPS, complete a background check and supply fingerprints before the clinical practicum (during your graduate education).
  2. Take the ORELA Protecting Student and Civil Rights in the Educational Environment Exam before the clinical practicum (during your graduate education). Read more about this exam at 
  3. Take the ORELA School Counselor NES Exam before internship (during your graduate education). More about this exam is available at 
  4. Both the Graduate School of Counseling and graduating student complete paperwork verifying program completion and submit it to the Teacher Standards and Practices Commission (TSPC), resulting in an Oregon Preliminary School Counselor License.
